NCAA LEGISLATION: During its August 10 meeting, the NCAA Board of Directors adopted four legislative proposals as emergency, non-controversial legislation. Proposals 2000-043 (Collegiate All-Star Contests), 2000-044 (Committees-Authority to Fill Sport Committee Vacancies), 2000-045 (Division I Governance Structure), and 2000-046 (National Youth Sports Program Committee) are currently in an Override Period expiring on October 10, 2000. Additionally, the Management Council defeated proposal 2000-42, which would have provided Division I Women's Basketball with 34 at-large positions and the remainder of the championships field being filled with automatic-qualifying positions.

The Management Council has supported a revision to the timeline for consideration of the Amateurism Deregulation Package. Accordingly, the Management Council is expected to review the proposals in October without taking a substantive position. The membership will then have an opportunity to submit alternative proposals for review by the Management Council in January 2001. Additionally, these proposals will be discussed at a forum at the NCAA Convention.

Coaching Limitations - Off-Campus - Recruiting - Basketball

Intent: In the sports of men's and women's basketball, to permit restricted coaches to contact or evaluate prospects off campus.

Coaching Limitations - Women's Rowing

Intent: In the sport of women's rowing, to increase the number of full-time coaches from 3 to 4 and the number of volunteer coaches from 1 to 4.

Promotional Activities/Sports Camps And Clinics - Authorized Signature

Intent: To permit the athletics director to authorize another staff member to provide the written approval required for a student-athlete to participate in permissible promotional and employment activities, as specified.

Continuing Eligibility - Distance Learning Courses

Intent: To permit courses taught via distance learning to be used to meet all continuing-eligibility requirements.

Eligibility - Hardship Waiver

Intent: To specify that a student-athlete's eligibility for a medical hardship by measuring the number of scheduled contests or dates of competition rather than completed contests or dates of competition.

Eligibility - Outside Competition - Sports Other Than Basketball

Intent: In sports other than basketball, to permit a student-athlete to compete as a member of an outside team during the academic year, as specified.

2000-86
Eligibility - Transfer - Basketball

Intent: To permit basketball student-athletes who are enrolled in and receiving financial aid to attend an institution's summer school, summer bridge, or summer orientation program prior to initial full-time enrollment, and who are denied admission to the institution for full-time enrollment, to enroll immediately at another institution without being considered a transfer student.

Eligibility - Postseason Competition

Intent: To specify that a student-athlete must successfully complete at least six credit hours during the immediate preceding academic term (excluding summer) to be eligible for postseason competition in the applicable sport.

2000-92
Eligibility - One-Time Transfer Exception

Intent: To eliminate the requirement of obtaining prior written permission to speak with the student-athlete who is enrolled at a non-NAIA institution; further, to specify that non-NCAA and non-NAIA institutions shall not be required to certify in writing that they have no objection to a transferring student being granted an exception to the transfer residence requirement.

2000-94
Eligibility - Restitution For Receipt of Improper Benefit

Intent: To increase from $25 to $100 or less the dollar limit for which an institution does not have to declare an individual (i.e., prospective or enrolled student-athlete) ineligible and seek reinstatement when the individual receives an improper benefit under the terms of NCAA Bylaw 16.12.2, provided the individual repays the value of the improper benefit.

Eligibility - Seasons of Competition - Foreign Tour

Intent: To permit a student-athlete who qualified for a hardship waiver during the previous academic year to engage in competition on an institution's foreign tour during the summer vacation period at the conclusion of that academic year without using a season of competition for the previous academic year.

Permissible Benefits - Ticket Benefits - NCAA Championships And Bowl Games

Intent: To permit an institution to make a special arrangement for a student-athlete to purchase tickets to an NCAA championship or bowl game in which the student-athlete's team is a participant.

Financial Aid - Professional Athlete

Intent: To permit an institution to provide institutional financial aid to a professional athlete who has exhausted his or her eligibility, provided the student-athlete receives no more than five years of such aid within the six years after initial enrollment in a collegiate institution.

Financial Aid - Employment Earnings Written Statement - De Minimis Violation

Intent: To specify that a de minimis violation occurs and a student-athlete's eligibility is not affected when a student-athlete does not obtain the proper written statement prior to the commencement of employment, provided the student-athlete obtains the proper written statement prior to receiving over $500 in employment earnings.

Financial Aid - Women's Soccer

Intent: To increase to 14 the value of financial aid awards (equivalencies) that an institution may provide in any academic year in the sport of women's soccer.

Financial Aid - Employee Dependent Tuition Waivers

Intent: To specify that employee-dependent tuition waivers granted to a student-athlete whose parent is employed by the certifying institution shall not be considered institutional financial aid, provided the parent has been employed as a full-time faculty or staff member at the certifying institution for a minimum of five years prior to the student-athlete's initial full-time collegiate enrollment.

Financial Aid - Exempted Government Grants

Intent: To include benefits received under the United States Navy Nuclear Officer Program among the list of exempted government grants.

Financial Aid - Midyear Replacement - Division I-AA Football

Intent: In Division I-AA football, to permit a counter who graduates at midyear or who graduated during the previous academic year (or following summer) to be replaced with an initial counter.

Admissions And Graduation-Rate Disclosure

Intent: To establish graduation-rate disclosure requirements, as specified.

2000-47 (A/E/C) Amateurism - Educational Expenses

Intent: To permit individuals prior to collegiate enrollment to accept educational expenses (i.e., tuition and fees, room and board and books) from any individual or entity other than an agent, professional sports team/organization or representative of an institution's athletics interests, provided such expenses are disbursed directly through the recipient's educational institution (e.g., preparatory school, high school).

2000-48 (A/E/C) Amateurism - Operation Gold Grants

Intent: To permit individuals (prospective and current student-athletes) to accept Operation Gold Grant funds.

Amateurism - Employment - Fee-or-Lesson Compensation

Intent: To permit a student-athlete to accept fee-for-lesson compensation provided specified conditions are met.

SEC-SPONSORED NCAA LEGISLATION:
The Southeastern Conference has sponsored six new NCAA legislative proposals will be considered by the NCAA Division I Management Council at their October meeting. 2000-93 (93) To establish July 15 as the first permissible date for coaches to make in-person, off-campus contact with prospective student-athletes in the sport of women's gymnastics.

2000 - 92 (92) To eliminate the requirement to obtaining prior written permission to speak with a student-athlete who is enrolled at a non-NCAA or non-NAIA four-year collegiate institution. To amend the release provision such that international institutions will not have to certify that they have no objection to a student being granted an exception to the transfer residence requirement

2000 - 91 (91) To permit an institutional staff member to provide transportation from and to the nearest major airport or bus/train station for a prospective student-athlete who has been accepted for admission on the occasion of the prospect's arrival to attend the institution's required new student orientation.

2000 - 90 (90) To ensure that student-athletes successfully complete six credit hours during the immediate preceding academic term (excluding summer) to be eligible for post-season competition.
